标准开发组织（Standards Development Organization，SDO）
标准开发组织（Standards Development Organization，SDO）是为服务提供方（Providers）内部以及之间的电子交易标准（Electronic Transaction Standards）开发和维护模型（Model）、数据字典（Data Dictionaries）、结构（Structure）、语法（Syntax）和实施材料（Implementation Materials）的组织。在美国，所有指定的标准开发组织都遵循满足美国国家标准协会（American National Standards Institute，ANSI）要求的政策。ANSI对标准委员会（Standards Committees）加以认可，并为参与各方确定、规划和商定标准以及保证预定过程（Due Process）提供开放式的论坛。
SDOs are organizations that develop and maintain the models, data dictionaries, structure, syntax, and implementation materials for electronic transaction standards between and within providers. All designated SDOs maintain policies that meet the requirements of the American National Standards Institute (ANSI), which accredits standards committees and provides an open forum for participants to identify, plan and agree on standards and assurance of due process.
